The Lagos State Governor, Babajide Sanwo-Olu, has signed a new law aimed at combating the illegal harvesting of human organs, a practice that has raised serious ethical and medical concerns. The Human Organ Harvesting and Tissue Transplantation Law, which was enacted last week, stipulates a punishment of up to 10 years imprisonment or a fine of ₦10 million for offenders. This legislation is part of a broader effort by the Lagos State Government to enhance public welfare, safety, and justice.
The governor described the new laws as a testament to his administration’s commitment to protecting the rights and well-being of all Lagos residents. In his words:
“These laws are a testament to our commitment to the welfare, security, and prosperity of every Lagosian.”
The Human Organ Harvesting and Tissue Transplantation Law introduces a robust framework to regulate organ transplantation while addressing the dangers of illicit trade. The law explicitly bans the harvesting of human organs without proper authorization and prohibits advertisements promoting the sale of human tissues.
During a press briefing held at the Ministry of Justice in Alausa, Ikeja, the Lagos State Attorney-General and Commissioner for Justice, Lawal Pedro (SAN), emphasized the importance of the new legal framework. He noted that the law seeks to protect individuals from exploitation and ensure that medical procedures adhere to the highest ethical standards.
Pedro further explained:

The Human Organ Harvesting Law was part of a package of five new laws signed by Governor Sanwo-Olu. Others include:
- The Lagos State Enforcement Training Institute Law, aimed at improving enforcement and security training.
- The Victims Assistance and Witness Protection Law, designed to safeguard the rights and safety of victims and witnesses involved in legal proceedings.
- The Lagos State Fire and Rescue Service Law, which seeks to enhance the efficiency of emergency response services.
These legal initiatives underscore the government’s proactive approach to addressing critical issues such as human rights, public safety, and environmental sustainability.
Governor Sanwo-Olu reiterated his administration’s focus on fostering a safer and more prosperous Lagos. He stated that the recently signed laws tackle pressing societal issues while laying the groundwork for a more secure and equitable future for residents.
