Wenger avoided punishment for entering Chelsea’s technical area to push the Chelsea boss during the Gunners’ 2-0 defeat at Stamford Bridge.
Both men were warned by referee Martin Atkinson and Arsenal manager Wenger eventually apologised.
Mourinho, who was fined last season for sarcastic remarks about referees, suggested the situation would have been different, had he been the aggressor.
Mourinho said: “I gave you my reaction after the match, saying nothing had happened. The reaction from everyone else was saying nothing had happened.
“Am I surprised he wasn’t punished? I’m not surprised. I’m not surprised.
“Charged? Charged? If it was me, it would have been a stadium ban!’’
Mourinho also hit back at Aston Villa assistant manager Roy Keane after the irishman branded him disgraceful for attempting to shake Villans boss Paul Lambert’s hand before the end of last month’s 3-0 win over the Midlands outfit
“I’d prefer not to comment,’’ said the Portuguese
He insisted it is standard behaviour from him and less important than the pre-match handshake.
“I don’t know if he really feels it, or if he wants to sell books and needs my help for that,” added Mourinho. “But, to be fair, I know my nature, I know my intentions.
“From people like him and this boss, I think I have a lot to learn about how to behave and I appreciate the comment.’’
