This bill was sponsored by Rt. Honorable Martins Azubuike, a member of the house representing Isiala Ngwa North state constituency.

The Speaker of the house, Rt. Honorable Chikwendu Kalu said the anti grazing law is necessary to counter the menace of the herdsmen who have been a major threat to lives, property and peace in the land.

The speaker also stated that the law would mean that every cattle entering into state will have to be registered at the entry point to the state and must be conveyed in a vehicle, failure of which would attract seizure of the cattle and severe sanctions.
